Healthy homes make for happy people and a healthy community. Why does it take Council (and the Mayor) so long to go into bat for its residents? Leaky homes are not unique to New Zealand. What is unique is the lack of urgency in responding to the problem, both at central and local government levels. In Canada, the Barret Report (1998) recommended an immediate “a plan of action”.
By the end of 1998 the Home Protection Office (HPO) was formed. The HPO provided immediate relief grants and facilitated a “no interest repair loan service” (state backed mortgage insurance) that enabled owners to obtain finance to fix the problem themelves. A bit like student loans, but for homes (but paid back by the homes equity when sold).
People want solutions, not litigation.
